Go to the People page and from the customer user type, filter for Shopping activity > Number of orders. Now add more filters to narrow down your list. Remember to save the segment once you are done with filtering. Now, whenever you want to associate this segment to an action such as sending emails, all you need to do is to go to the Automate page, and as a condition, choose Segment > [Your segment].
